Case Study 89: Historical Operations, Emissions Characterization

Environmental Forensic Investigation and Technical Evaluation of Historical Operations, Emissions Characterization, and Environmental Records

Project Overview

This investigation involved a comprehensive review of historical environmental records, regulatory documentation, engineering materials, deposition testimony, technical presentations, environmental reports, mapping exhibits, emissions inventories, and other historical source materials relating to former industrial operations and associated environmental conditions. The objective of the investigation was to evaluate historical operational practices, environmental reporting, emissions characterization, and related technical documentation using accepted principles of environmental engineering and environmental forensics.

The investigation considered multiple independent categories of historical information to develop an integrated understanding of historical facility operations, environmental compliance activities, emissions information, and technical documentation. Historical records were evaluated collectively to provide context for interpreting environmental information while identifying areas requiring additional technical evaluation.

Chemicals of Concern

The investigation considered chemicals historically associated with industrial wood preservation operations and related environmental releases. Evaluation included compounds commonly associated with preservative formulations, combustion byproducts, volatile and semi-volatile organic compounds, and other constituents identified within the historical environmental documentation.

Consideration was given to the physical and chemical properties of these compounds, their historical industrial applications, environmental persistence, transport mechanisms, and potential exposure pathways. Published scientific literature, historical environmental records, and regulatory documentation were considered in evaluating the environmental significance of the identified chemicals and their relevance to historical environmental conditions.

Methods

The investigation was conducted using established principles of environmental forensics, environmental engineering, historical records reconstruction, and environmental data evaluation. Historical regulatory filings, permitting records, emissions inventories, engineering calculations, environmental reports, technical presentations, mapping exhibits, deposition testimony, and related documentation were reviewed as an integrated body of information rather than as individual records.

Where appropriate, multiple independent sources of information were compared to evaluate consistency among historical records and to assess the technical basis of environmental reporting, operational documentation, and emissions characterization. Historical environmental information was evaluated within its regulatory, engineering, and operational context using accepted environmental forensic methodologies.

The investigation also incorporated review of historical mapping information, technical summaries, deposition testimony, and supporting analytical materials to provide additional context regarding historical operations, environmental conditions, and the development of historical environmental documentation.

Results

Review of the available materials demonstrates that the historical record consists of numerous independent sources of environmental and operational information developed over multiple decades. Collectively, these records document historical facility operations, environmental compliance activities, technical evaluations, emissions information, and subsequent environmental investigations.

Comparison of regulatory records, technical documentation, historical engineering materials, deposition testimony, and supporting analytical information provides a comprehensive historical framework for evaluating environmental conditions associated with former industrial operations. Consideration of multiple independent sources of information allows historical environmental documentation to be evaluated more reliably than consideration of individual records in isolation.

The reviewed materials also demonstrate the importance of integrating historical operational information with regulatory documentation, engineering analyses, and environmental investigations when reconstructing historical environmental conditions and evaluating historical emissions information. This multidisciplinary approach provides a more complete understanding of the available historical record while supporting technically sound environmental forensic evaluations.

Conclusions

The historical documentation reviewed during this investigation provides a substantial body of environmental, operational, engineering, and regulatory information suitable for comprehensive environmental forensic evaluation.

Evaluation of multiple independent categories of historical information provides a technically appropriate framework for reconstructing historical environmental conditions and assessing historical environmental documentation using accepted environmental engineering and forensic principles.

The integrated review methodology employed during this investigation supports a comprehensive understanding of the available historical information and provides a reliable technical foundation for evaluating historical environmental records within the scope of this investigation.

This investigation was conducted under the direction of Dr. Paul Rosenfeld, an environmental scientist and environmental forensic expert with experience in environmental contamination assessment, contaminant fate and transport, historical site reconstruction, exposure evaluation, regulatory review, and technical causation analysis.
