Soil Remediation and Site Characterization
RoseyFields provides comprehensive soil remediation consulting services for contaminated commercial, industrial, municipal, military, railroad, landfill, petroleum, wood treatment, manufacturing, and hazardous waste sites throughout the United States. Our experience includes site investigations, remedial investigations (RIs), feasibility studies (FSs), corrective action evaluations, remedial action plans (RAPs), Brownfield redevelopment, Superfund (CERCLA) investigations, RCRA corrective action, state voluntary cleanup programs, and litigation support. We evaluate the nature and extent of contamination, develop conceptual site models, characterize contaminant fate and transport, identify complete exposure pathways, and determine whether contamination poses unacceptable risks to human health or the environment. Our work routinely involves petroleum hydrocarbons, chlorinated solvents, PFAS, heavy metals, pesticides, dioxins, PCBs, PAHs, creosote, pentachlorophenol, 1,4-dioxane, VOCs, SVOCs, and numerous emerging contaminants using scientifically accepted human health risk assessment methodologies developed by the U.S. EPA, U.S. Navy, ATSDR, CalEPA, and state regulatory agencies.
Regional Screening Levels (RSLs) and Risk-Based Cleanup Criteria
RoseyFields has extensive experience applying the U.S. EPA Regional Screening Levels (RSLs) and state-specific risk-based cleanup criteria to evaluate contaminated soil, groundwater, sediment, indoor air, and vapor intrusion pathways. RSLs are conservative, risk-based screening values developed by the EPA to identify contaminants that may warrant further evaluation or remediation; they are not automatic cleanup standards. We routinely evaluate residential and industrial RSLs, soil-to-groundwater screening levels, vapor intrusion screening levels, construction worker criteria, ecological screening values, and chemical-specific toxicity updates. Our evaluations include chemical-specific exposure assumptions, land-use scenarios, background concentrations, bioavailability, site-specific exposure factors, cumulative risk, and uncertainty analyses to determine whether site-specific cleanup levels should differ from generic screening criteria. Our staff has extensive experience applying multiple editions of the EPA RSL User’s Guide and incorporating updated toxicity values into quantitative risk assessments.
Human Health Risk Assessment and Cleanup Decision Support
Exceeding a Regional Screening Level does not necessarily mean that remediation is required, just as concentrations below an RSL do not automatically establish that a site is protective under every exposure scenario. RoseyFields performs site-specific human health risk assessments that evaluate actual exposure conditions, including future land use, exposure frequency and duration, contaminant bioavailability, background concentrations, multiple exposure pathways, sensitive populations, and cumulative chemical risks. We calculate cancer risks, hazard quotients, hazard indices, average daily doses, lifetime average daily doses (LADDs), chronic daily intakes (CDIs), and other accepted risk metrics using EPA guidance. These assessments help regulators, responsible parties, developers, attorneys, and property owners determine whether additional investigation, institutional controls, engineering controls, monitored natural attenuation, or active remediation are scientifically justified rather than relying solely on conservative screening criteria.
Remediation Strategy, Regulatory Support, and Expert Witness Services
RoseyFields assists clients through every phase of the remediation process, from initial site investigation through regulatory closure and litigation. Our experience includes evaluating excavation alternatives, soil stabilization, capping, engineered barriers, in-situ and ex-situ treatment technologies, groundwater remediation, monitored natural attenuation, institutional controls, risk-based closures, and long-term monitoring programs. We also evaluate historical operations, identify responsible sources, distinguish site-related contamination from naturally occurring or regional background concentrations, review regulatory agency decisions, critique competing expert opinions, and provide expert testimony in environmental litigation involving contaminated properties. By combining environmental chemistry, industrial hygiene, exposure science, air dispersion modeling, hydrogeology, and quantitative risk assessment, RoseyFields develops scientifically defensible cleanup strategies that protect human health while helping clients achieve practical, risk-based, and cost-effective regulatory closure.
